# UAE Visa Terms: A Glossary Bridging the Word You Used and the Word on the Form

You typed "visit visa". The GDRFA form calls it an entry permit. Same document, two words. The gap between those words is where UAE visa applications quietly go wrong. This page defines the UAE visa terms that residents actually use. It sits each one next to the word on the government form. Then it tells you what the term means at the counter. Every term was reviewed on 20 July 2026.

## How to use this glossary: market word vs government word

Thirty-seven UAE visa terms sit below, each in two registers. One is the market register: the word you and your agent say out loud. The other is the government register, the word printed on the ICP or GDRFA service card. Often they name the same thing. Sometimes they name different things. Nobody publishes the crosswalk between them.

Each entry carries both words. Then it gives the operational meaning: what the term does at the counter or in a refusal letter. Every term is a linkable anchor, so a spoke page can point straight at, for example, `/glossary/#entry-permit`.

Read the table as your fast crosswalk. The word on the left is what you searched. The word in the middle is what decides your case.

## A–F

Ten terms, A to F. The costliest to misread is the yellow sheet: 221(g) administrative processing can hold a passport for weeks, with no fee and no appeal.

### administrative processing / yellow sheet
The officer hands you a yellow sheet after a US interview and keeps your passport. That is section 221(g) administrative processing. It is not a refusal. It is a hold, often for a background or social-media check, with no reliable timeline. One UAE resident "got handed a yellow sheet" and left for the UK before stamping, unsure when the visa would issue (r/visas, June 2026).

### a2a / visa change flight
An a2a, or visa change flight, is a same-plane airport-to-airport run, usually Dubai to Muscat and back, to reset your status without a real trip. There is no official name for it. A Sharjah reader did the run "to a2a to Muscat and back" on his last grace day; his new visit visa was then rejected at arrival (r/UAE, July 2026). It only helps if the fresh visa is approved.

### Amer centre
An Amer centre is a GDRFA-authorised typing-and-processing counter in Dubai, licensed to file your Dubai visa on the government system. You say "the Amer", or Amer center; the paperwork says authorised centre. Two Amer centres can quote very different all-in prices for the same product, as the [fees page](/uae-visa/fees/) sets out. Amer serves Dubai; ICP channels cover the other emirates.

### attestation
Attestation is the stamp chain that makes a foreign document usable in the UAE. A degree or a marriage certificate is the common case. The chain usually ends at MOFA. It proves the paper is genuine. It does not prove you qualify for anything. A Pakistani reader had his "bachelor degree verified by MOFA UAE last year" and still met a nationality freeze (r/UAE, June 2026).

### BLS
Some consulates use BLS International as their outsourced application centre instead of VFS, and UAE residents name it most for Spain. Its role matches VFS: it takes documents and biometrics, and the consulate decides. "Wtf is wrong with VFS n BLS in Dubai" is the usual line when the booking site errors out (r/UAE, April 2026).

### change of status
Change of status means switching your permission, from visit visa to residence or the reverse, without leaving the country, when the rule allows it. It replaces the old need to fly out and re-enter. When it is not allowed for your case, people fall back to an a2a visa change flight instead. The [change-of-status page](/uae-visa/change-status/) covers when it applies.

### dropbox (interview waiver)
Dropbox, also called stamping, is the US interview waiver: you skip the interview and simply drop your passport for the visa to be stamped, if you qualify. It is not biometrics; it is the whole appointment replaced by a document drop. Confirm you still qualify before you rely on it, since the rules narrow each year.

### Ejari
Ejari is the Dubai tenancy-registration certificate. For a visit visa it works as proof of where you live and that you can host a guest. It answers "where", not "who to you". A resident hosting a partner "provided ejari and my Emirates ID", and GDRFA still asked for proof of the relationship, which ejari cannot supply (r/askdubai, June 2026).

### entry permit
Entry permit is the government word for what you call a visit visa. It is the permission to enter the UAE, issued as a PDF before you fly — not a stamp collected on arrival. The visit visa most people discuss IS an entry permit on the GDRFA and ICP systems. Fees by duration and entry type sit on the [fees page](/uae-visa/fees/).

### e-visa
An e-visa is an electronically issued entry permit, emailed to you as a PDF. It is the same permit, delivered digitally. The UAE runs no single government consumer e-visa portal, which is why one traveller "applied through govr.ae" and paid USD 370 for two people (r/UAE, January 2026). The application channel is private; the permit behind it is government.

## G–N

Eight terms, G to N. Two are the refusal codes residents quote most, 179(b) for Canada and 214(b) for the US, and both turn on one question: will you leave?

### GDRFA
GDRFA is the General Directorate of Residency and Foreigners Affairs, Dubai. It issues visit visas and residence for the emirate of Dubai. For Dubai-specific rules it is the primary source; for federal rules, ICP is. Amer centres file into GDRFA's system. Its fine and fee cards change with little notice, so read the dated card each time.

### grace period
The grace period is the run of days you may stay legally after a visa is cancelled or expires, before overstay fines begin. Residents count it to the day — "tomorrow is my last day of grace" — because a layoff cancels the visa and starts the clock (r/UAE, July 2026). Confirm the current count on ICP; do not trust an agent's memory of it.

### ICP
ICP is the Federal Authority for Identity, Citizenship, Customs and Port Security. It is the "ICP app" residents mean when they say they will "check on ICP". It covers visas and Emirates ID across all emirates, and is the federal alternative to GDRFA for some Dubai services. When ICP and GDRFA state different things on the same case, that gap is the finding, not a rounding error.

### INA 214(b)
A 214(b) is a refusal under section 214(b) of the US Immigration and Nationality Act: the officer was not convinced you would return home. It concerns ties, not paperwork. An Indian applicant with a 9.14 CGPA was "rejected under 214(b) for Fall 2026" (r/Indians_StudyAbroad, May 2026). A 214(b) is reapplied, not appealed.

### IRPR 179(b)
A 179(b) is a refusal under paragraph 179(b) of Canada's Immigration and Refugee Protection Regulations: the officer was "not satisfied you would leave Canada". It hits strong UAE profiles hardest — Golden Visa holders with "over 1 mil AED" refused for "no significant family ties outside Canada" (r/CanadaVisitorVisa, June 2026). ### MOFA
MOFA is the Ministry of Foreign Affairs. Most residents meet it as "MOFA attestation", the endorsement that lets a foreign document work inside the UAE. MOFA certifies paper; it does not sponsor you and does not approve your stay.

### nomination
Nomination is the first stage of a Golden Visa application: you apply to be nominated for a category, and only then file the visa itself. Nominations are refused with no reason given. An MBA graduate with a 3.81 GPA had a top-100-university nomination rejected, told only "that the nomination was not approved" (r/dubai, March 2026). ### NOC
An NOC is a no-objection certificate: a letter from your employer or sponsor stating they do not object to your travel or application. Schengen, UK and Canada consulates expect it from UAE residents. It helps; it does not decide. One refused applicant had submitted "an employer NOC and approved leave" and still drew a 179(b) (r/CanadaVisitorVisa, July 2026).

## O–S

Six terms, O to S. Overstay runs at AED 50 a day, confirmed by ICP guidance as of 29 June 2026, the figure agency blogs most often inflate.

### overstay fine
An overstay fine is the daily charge for staying past your permit or grace period. The rate is AED 50 per day, reported by Gulf News on 8 August 2023 and still confirmed by ICP guidance per the Ahli law firm on 29 June 2026. Agency blogs circulate AED 100 and AED 200 figures that no primary source we found supports. The dated detail sits on the [fees page](/uae-visa/fees/).

### remonstrance
A remonstrance is the formal objection you file against a Schengen refusal, within the deadline printed on the refusal letter, to the same authority that refused you. It is an appeal on the file as it stands, not a fresh application. Miss the deadline and only a new application is left.

### salary certificate
A salary certificate states your pay in an employer letter, used as proof of income for a visa file or a Golden Visa nomination. The catch is which number it prints — basic or gross. That single choice is the contested line for the AED 30,000 Golden Visa threshold, covered in the disputed section below. Ask your employer which figure the certificate will show.

### Schengen refusal ground 13
Ground 13 is refusal reason number 13 on the standard Schengen refusal form: the consulate could not judge your intention to leave before the visa expires. Residents call it "number 13". It is the Schengen cousin of 179(b) and 214(b). A reader's parents were "rejected stating number 13, no economic or family ties to return" (r/SchengenVisa, July 2026). ### slot
A slot is an open appointment at VFS, TLScontact, BLS or the US system. Residents say slot, never "booking window", and the pain is scarcity — "no new appointments are opening", "slots are completely full and I'm on waitlist" (r/UAE, 2026). People often pick the country that has a slot, not the country they want, which starts a visa-shopping problem.

### Standard Visitor vs ETA
The UK Standard Visitor visa is a full application through VFS. The Electronic Travel Authorisation (ETA) is a lighter pre-clearance for eligible nationalities only. Which one applies depends on your passport, not your itinerary. UAE residents on Indian or Pakistani passports still apply for the Standard Visitor visa; the ETA is not a substitute for them.

## T–Z

Ten terms, T to Z. VFS, TLScontact and BLS do the same job, collecting your documents, and none of them decides your visa.

### TLScontact
TLScontact is the outsourced application centre several consulates use in the UAE, with France the one residents name most. Its job matches VFS and BLS: documents in, decision made elsewhere. The country you apply to fixes which centre you use.

### typing centre
A typing centre types and submits applications on the government system, as the older and cheaper cousin of an Amer centre. Residents ask which is "the best typing centre to get it done in the cheapest way" for exactly that reason (r/UAE, 2026). A typist fills forms; a typist does not decide your visa and cannot promise approval.

### unified number
The unified number, or UID, is the permanent file number the UAE assigns you across visas. It ties your permits into one record, so a new application links to your history. It stays with you even after a visa is cancelled, which is why an old issue can resurface on a fresh file.

### ustraveldocs
Ustraveldocs is the US visa information and appointment platform for the UAE, where you pay the fee and book the interview. In 2026, consulate pauses pushed interview dates roughly a year out, so residents try to book elsewhere and hit a "profile matches in database" error (r/usvisascheduling, July 2026).

### VFS Global
VFS Global is the largest outsourced visa-application centre. It collects documents and biometrics for many consulates and returns your passport; it grants and refuses nothing. Residents name it by branch — VFS Dubai, VFS Abu Dhabi — and blame it for slot scarcity and outages: "the stupid VFS websites just don't work" (r/UAE, April 2026).

### visa on arrival
Visa on arrival, or VoA, is a permit granted at the border. It is for eligible passport-plus-residence combinations. Your UAE residence, or a US or EU permit, can unlock it. Many destinations still demand at least six months left on your residency. Airlines enforce that harder than immigration does (r/armenia, May 2026). Check the destination's current rule, and the [visa-on-arrival page](/uae-visa/visa-on-arrival/), before you fly.

### visa shopping
Visa shopping means applying through whichever Schengen state has a slot rather than your true main destination. It breaks the Schengen main-destination rule and reads as a red flag. Consulates now also flag itineraries that look machine-made: one applicant's plan "looked template like… I did use ChatGPT to format it" and was refused (r/SchengenVisa, May 2026). Write your own itinerary.

### visit visa
A visit visa — "tourist visa" in the market — is short-term permission to enter the UAE, issued for 14, 30, 60 or 90 days. The government word for it is entry permit. "Visit" and "tourist" sound like synonyms but map to different government cards at different fees, which is why one 90-day quote can read AED 686.75 and another AED 1,900 (see the [fees page](/uae-visa/fees/)).

### waitlist
A waitlist is the queue you join when a consulate shows no open slot. Residents ask the black-box question nobody answers: "how long does it usually take to get off waitlist?" (r/SchengenVisa, June 2026). A waitlist is not a booking, and your travel date can pass while you wait. Most applicants start months early for that reason.

### 96-hour transit visa
The 96-hour transit visa is a short entry permit for a long layover, with a 48-hour version alongside it. It lets you leave the airport between flights; it cannot be extended and carries no refund. The [transit page](/uae-visa/transit-visa/) and [fees page](/uae-visa/fees/) carry the numbers.

## Terms whose meaning is currently disputed

AED 30,000 is the salary number everyone quotes for a [Golden Visa](/golden-visa-cost/) — and no official page will tell you whether it means basic or gross. These are the UAE visa terms whose meaning is genuinely contested as of 20 July 2026. Where the authorities disagree, both readings are printed, dated, with who said what.

### basic vs gross (Golden Visa salary)
This is the contested line of the whole niche. The rule everyone repeats: a monthly salary of AED 30,000 qualifies for a Golden Visa. What no official page settles is whether that means basic salary or gross. One applicant "called ICP and 2 agents said I can, and other 2 agents said I cannot" (r/UAE, June 2026). Another was told by an Amer centre that "the basic salary alone must be AED 30k", while his basic was AED 21,000 on a package above AED 45,000 (r/dubai, April 2026). We found no ICP or u.ae page stating basic-versus-gross in plain text on 20 July 2026. That absence is the finding: ask the specific Amer or ICP channel to show you the criterion in writing before you file. ### the waiver (overstay-fine amnesty)
The waiver was a temporary suspension of overstay fines during the 2026 airspace disruption, reported by Gulf News on 4 March 2026. What is contested is whether it ended retroactively. A traveller wrote that GDRFA "said the fines got updated on May 13 for everyone but they are not sure what the reason was" (r/dubai, 20 May 2026). Gulf News later reported a 30-day grace period in June 2026. The AED 50 daily rate never moved; what moved, with no published reason, was whether already-counted days stayed waived. Check your own balance on the ICP fines enquiry before you book a flight.

### the 6-month / 180-day rule (Golden Visa)
The visa states it is cancelled if you stay outside the UAE for six months. What is contested is whether that means six months in a row or 180 days total across a year. A holder asked exactly this — "it is unclear if these are 6 months in a row, or a combined total of 180 days" — and got no settled answer (r/dubai, May 2026). We found no plain-text official rule resolving it on 20 July 2026. Until one is published, plan around the stricter reading and do not accumulate 180 days outside.
