From 25 June 2026, a Philippine passport can get a UAE visa on arrival, but only alongside a second document. Hold a valid US, EU, Australia, Japan, South Korea, Singapore, Canada or New Zealand visa or residence permit. Then you collect a 14-day visa for AED 100, or a 60-day visa for AED 250, at the airport (Gulf News, 25 June 2026). Hold none, and you pre-arrange a tourist visa before you fly. ## Which visa or residence permit actually unlocks the visa on arrival
Since 25 June 2026, a Philippine passport gets a UAE visa on arrival only when held with a qualifying document: a valid US, EU, Australia, Japan, South Korea, Singapore, Canada or New Zealand visa or residence permit, or a US green card. Eligible holders choose a 14-day visa for AED 100 or a 60-day visa for AED 250.
The qualifying list is The National's. Your Philippine passport must also be valid at least six months (uae-embassy.org).
The two are not the same product. One is the 14-day visa on arrival AED 100, extendable once. The other is the 60-day visa on arrival AED 250, non-extendable (The National). Khaleej Times (27 June 2026) and Emirates News both confirm the Philippines now carries the 60-day option. That is the part that separates this passport from the Indian one. You pay at the counter on arrival.
The qualifying document can be one of several. A Japan or South Korea visa counts. So does an Australia or New Zealand visa, a Canadian visa, or an EU residence permit (The National).
The published lists do not fully agree. The National names the US, EU, Australia, Japan, South Korea, Singapore, Canada and New Zealand, plus a US green card. It does not name a UK residence permit. uae-embassy.org describes the older scheme, and it does list UK residence permits. That sits beside US visas, green cards and EU permits. So it is unclear whether a UK permit alone qualifies a Philippine passport under the 25 June 2026 rule. The announcement we read does not say. We also found no source that a GCC residence permit triggers this visa on arrival for a Philippine passport as of 20 July 2026. A permit from Saudi Arabia or Qatar may not count. Confirm the exact document with your airline before you rely on it.
Residual validity is the trap. The rule reads "a valid document", and a US visa with three months left is still valid, yet a boarding agent reading a checklist may not accept it. Carry the document that clearly has real time on it, or take the pre-arranged tourist-visa route, which does not depend on a third-country document at all.

## Documents: the Philippine-passport specifics
Six months is the number that matters first: your passport must stay valid at least six months from arrival (uae-embassy.org). On the visa-on-arrival route you show the passport, the qualifying third-country visa or permit, and a return or onward ticket. Without a qualifying visa, the pre-arranged tourist visa adds a hotel booking or a UAE host's details.
The Philippine passport carries one documentation quirk worth pre-empting. Some Philippine passports hold a single given name with the surname field blank, and online visa forms that force a surname split it wrongly. A name that does not match the passport is a refusal ground. So file where a person can key it. Check the printed visa against the passport data page before you fly.
One 2026 risk did not exist two years ago. A Schengen applicant in Dubai had an itinerary called "template like" after formatting it with ChatGPT, and the file was refused (r/SchengenVisa). The hotel booking and the return ticket sit on the pre-arranged tourist-visa route, and they matter at two borders. The UAE side wants them to grant the visa. The Philippine side wants them to let you leave. That is what the departure-side section below is about.
## Cost and processing time
AED 100 buys the 14-day visa on arrival. AED 250 buys the 60-day (The National). Both are paid at the UAE airport counter, not in advance. ## Departure-side requirements the UAE pages never mention
A UAE visa does not get you out of the Philippines. The Bureau of Immigration departure inspection covers every Filipino who leaves, and it can offload you at the gate (BI departure-formalities guidelines). Overseas workers need a valid Overseas Employment Certificate from the DMW. Tourists need a return ticket and proof of funds, plus a credible reason to come home. Travel tax applies at check-in unless you are exempt (TIEZA).
No Dubai-side page connects this failure mode. Your UAE visa is necessary, not sufficient. The last authority before Dubai is Philippine, not Emirati, and it sits at the airport you leave from.
The Bureau of Immigration screens departing Filipinos under its anti-trafficking departure-formalities guidelines. An officer can send you to secondary inspection. Then the officer can deny boarding. That is offloading at NAIA, on the day you fly. A self-funded tourist lowers that risk with a return or onward ticket and a hotel booking. Proof of funds and steady employment helps too. If you are joining someone, so does proof of the relationship. First-time travellers and those visiting a contact met online draw the most questions. None of this appears on a UAE service card. The UAE does not run this desk.
If you work abroad, one document clears the exit desk: the Overseas Employment Certificate (OEC). The Department of Migrant Workers (DMW) issues it. The DMW absorbed the POEA in 2022. A returning OFW, a Balik-Manggagawa, processes an OEC or an exemption online before the flight. It also exempts you from the travel tax and the terminal fee. A UAE-resident Filipino flying back on a valid residence visa still needs it. Residence in Dubai does not settle the Manila exit. The travel tax itself is PHP 1,620 on an economy ticket at the standard full rate (TIEZA). OFWs and some others are exempt. Confirm the current figure at tieza.gov.ph, because we did not capture it in a dated snapshot.

## Timeline with dates, and the common causes of a bounce
Give yourself 7 to 10 days, not one. A pre-arranged tourist visa runs about 3 to 5 working days (Akbar Travels Dubai-visa page, checked 20 July 2026). The OEC and the travel-tax step fill the rest, along with a passport name-check. The visa on arrival needs no processing, but the Manila exit inspection still happens on the day you fly.
A realistic run for a Filipino without a qualifying third-country visa, from published windows rather than one person's case:
*Book flight and hotel: Monday → Apply for the pre-arranged tourist visa: Monday → Processing, 3 to 5 working days → Visa by email: Thursday to the following Monday → OEC or exemption online, if you are an OFW: before departure → Bureau of Immigration exit desk: on the day → UAE immigration: on arrival.*
The slow version doubles the front end. A passport valid under six months, a name that has to be re-keyed, or a documents request adds a week before processing even starts.
Six things drive the common resubmission causes for a Filipino traveller, and they split across two borders. A passport valid under six months is the fastest UAE-side rejection. Renew before you apply, because the date is measured from arrival. A name that does not match the passport bounces the online form. That most often comes from a single-name or blank-surname entry. A qualifying US or EU visa with under six months left drops you off the visa-on-arrival route. The pre-arranged tourist visa still works. An itinerary or invitation letter that reads as AI-generated invites a second look. On the Philippine side, a missing return ticket, thin proof of funds or an unclear purpose invites an offload. And for an overseas worker, no valid OEC stops you at the exit desk. That happens before the UAE ever sees your file.
