The file is judged on your UAE ties, not your Pakistan ties. That single fact reframes the whole application.

The rule sits in the EU Visa Code. A consulate may examine your application only where it covers your place of legal residence. For you that is the emirate on your residence visa, so jurisdiction follows your Emirates ID, not your passport. A UAE resident on a Pakistani passport is not the same applicant as one filing from Pakistan. The case officer in Dubai reads a salaried AED income, an Emirates ID and a residence history. This is your strongest card, and it is easy to throw away. Why the decision can take longer: administrative processing, explained as a mechanism
15 calendar days is the standard decision window, and the Visa Code extends it to 45 for further examination (Article 23). A separate step can push certain files toward that ceiling: prior consultation, where the deciding consulate must consult other Schengen states' central authorities before it issues, and each consulted state gets 7 calendar days to reply (Article 22). This is machinery, not a verdict on you.
Two mechanisms are worth separating, because the SERP blurs them. Further examination keeps your file inside the 45-day window for extra checks on the documents you filed. Prior consultation is different: it is a nationality-keyed step under Article 22, where member states are notified before a visa is issued to nationals of a listed set of countries. The list of those nationalities is set by member states and is not published in full. We could not confirm from any public list whether a given UAE consulate runs prior consultation for Pakistani applicants, so we do not assert that it does. What we can say is dated and legal: where the step applies, it adds a fixed reply window and can move a decision from the 15-day nominal toward the 45-day ceiling. The response is not anxiety, it is arithmetic. Apply early — the Visa Code lets you lodge up to six months before travel (Article 9). In the May–July peak, book biometrics at least eight weeks out and count back the full 45 days for the decision. The civil-document delta is the documentary one. Pakistan’s civil records — the Family Registration Certificate (FRC) and birth certificate — are issued by NADRA, and any document not in English will not be read as filed. Destination consulates typically ask for these attested for foreign use and translated into certified English. The funds-and-ties delta is where a strong profile gets read closely. Your AED salary certificate and Emirates ID are the ties the case officer weighs — stable, local, verifiable income. Family or property in Pakistan is the home-country tie, and it cuts both ways: evidence of somewhere to return, or a financial pull. The file must read as return to the UAE, not to Pakistan. A thin net balance after a home-country remittance or loan invites the “insufficient means of subsistence” question, the same ground that catches strong files of every nationality.
