There are two separate admission regimes, and the whole search page conflates them. Georgia admits you under one of two axes. The first is the citizen list: hold a passport from one of Georgia’s listed countries and you enter visa-free on the passport alone. The second is the residence-permit overlay: hold any passport plus a valid residence permit or visa from a GCC state, an EU/EEA state, the US, and a set of others, and you enter visa-free on the permit. Your passport still matters: the per-passport table

Six of the most common UAE-resident passports read the same in the valid-permit column: visa-free entry. The passport only decides the fallback — the route you take when the permit is not valid. So the authoritative figure is the one the checker returns for your passport-plus-permit — capture it before you book. What the airline checks at DXB and Sharjah before Tbilisi or Kutaisi

The check that stops eligible travellers is not at Tbilisi — it is the ok-to-board check at the DXB and Sharjah counter, hours earlier. Before a Tbilisi or Kutaisi flight, the check-in agent wants four things: your passport, proof the UAE residence permit is valid, its residence permit expiry date, and often a return or onward ticket.
