The UAE government publishes no visa-on-arrival country list. Its own platform, u.ae, updated 13 July 2026, says only that “citizens of several countries can get a visa on arrival” and sends you to airline pages. The lists that rank for dubai visa on arrival all belong to airlines. None of them carries a date. This page carries one on every figure.

Three routes exist, and only one is automatic. Route 1 is your passport: the visa on arrival eligible passports total 88 entries across Emirates' three published lists as of 20 July 2026. Route 2 is the third-country visa exemption: a qualifying visa or residence permit, priced and nationality-specific. Route 3 is everyone else, who must arrange a visa before boarding.

Route 3 catches people who expect to be in route 2. GCC residence is the common trap. Emirates states plainly that since 29 April 2016, GCC residence permit holders must apply for a UAE visa before arriving in Dubai. The u.ae page on GCC-resident eVisas, updated 13 July 2026, sets three conditions: GCC residency valid at least one year from arrival, a passport valid at least six months, and a profession on an approved list. There is no GCC residence exemption. A GCC residence permit is a separate application with an occupational filter.

We counted the lists. Emirates publishes 13 entries at 30 days, 74 entries at 90 days, and Mexico alone at 180 days. That totals 88, read 20 July 2026. Google’s AI Overview for this query states 87 countries and territories. Neither number is dated on the page it comes from.

The 30-day list is the short one and the one people get wrong: Andorra, Brunei, Hong Kong (China), Kazakhstan, Macau (China), Malaysia, Mauritius, Monaco, Mongolia, Republic of Ireland, Ukraine, Uzbekistan and Vatican City. The 90-day list runs 74 entries and includes the United States, the United Kingdom, Canada, Australia, China, Russia and the EU states. We have not reprinted it, because reprinting it adds nothing you cannot read at emirates.com. What that page does not tell you is when it was last correct. So the date the eligibility list was checked sits on every figure here.

Here is the provenance of the list you are being shown, dated:

  • 7 January 2024 — Emirates dates the Indian third-country exemption scheme to this day.
  • 25 June 2026 — MOFA publishes “UAE grants visa on arrival”. Times of India reports six more countries added, with stays up to 60 days. The National, quoted in a 24 June post to r/menajobs, reports the Philippine scheme starting 25 June.
  • 13 July 2026 — u.ae updates its “Check if you need a visa” page. It still publishes no list and warns that lists “may vary from time to time”.
  • 20 July 2026 — we read the Emirates list. It totals 88 entries. The Philippines does not appear on it.

That gap is the finding. A policy change announced by MOFA on 25 June had not reached the ranking airline list 25 days later. We could not open the MOFA release itself; it is cited by Google’s AI Overview but returned nothing in our crawl. So the 25 June expansion is reported here through two named news sources, not from the primary text.

The exemption route: holding a valid US, UK or EU visa or a green card

USD 63 buys an Indian passport holder a 14-day single-entry visa on arrival, per Emirates, read 20 July 2026. The qualifying documents fall into four groups. A US green card, or a US visa valid six months. A UK residence permit, or any valid UK visa including a digital e-Visa. An EU residence permit or any EU visa. Or a residence permit from one of 33 listed countries.

The Philippine scheme runs on identical logic and different numbers. The National reported two prices. AED 100 for 14 days, extendable once. AED 250 for 60 days, non-extendable. Both are for Philippine passport holders carrying valid documents from the US, EU, Australia, Japan, Singapore, South Korea, Canada or New Zealand, or a US green card. Effective 25 June 2026.

Put the two side by side and the mismatch is the point. USD 63 is AED 231 at the pegged rate of AED 3.6725. The Philippine 14-day equivalent is AED 100. That is 2.3 times, for the same stay length on the same qualifying logic. They are not the same product. The Indian figure is what Emirates charges to process a pre-approved entry permit through Manage your booking, before you fly. The Philippine figure was reported as payable at the entry point. One is labelled “visa on arrival” and is applied for in advance; the other is issued at the counter. Read the label, then read which desk you pay.

The 60-day comparison is sharper. AED 250 at the counter under the reported Philippine scheme, against USD 177 — AED 650 — for an Emirates pre-arranged 60-day tourism visa. Same stay length, 2.6 times the price. Different products again: the second is a tourism visa anyone eligible can buy, the first is granted on the strength of a third-country visa you already hold.

Worked example. Philippine passport · UAE resident 3 years · Dubai employer · valid Schengen visa in the passport. The Schengen visa does not qualify. The reported scheme lists the US, EU, Australia, Japan, Singapore, South Korea, Canada and New Zealand. An EU member-state visa qualifies; a Schengen visa issued by a non-EU Schengen state is not the same document. If the traveller’s visa is Norwegian or Swiss, that distinction decides the trip. Check the issuing state, not the sticker.

At the counter: what is actually checked, and what gets you turned back

Four checks stand between an eligible passport and a stamp: passport validity of at least 6 months from the date of entry, a machine-readable passport, a confirmed onward or return ticket, and a UAE address. Emirates adds a fifth that no ranking page mentions — random eye screening at Dubai International.

That is the immigration counter check sequence. A UAE address can be proof of hotel booking or a host’s address. A confirmed onward ticket, not a one-way ticket, is what satisfies the ticket check.

That screening has a cost attached. Emirates states that visitors sent for eye screening must present a hard copy of their visa or a printed visa-number confirmation page. Without one, a charge of AED 30 per copy applies, payable in AED only. Carry a printout and AED 30 in cash. Both are trivial. Neither is optional at the counter.

Nationality still filters inside an eligible route. Amer centre amer247, a GDRFA partner, asks applicants from 12 nationalities to verify by WhatsApp before applying at all: Pakistan, Bangladesh, Uganda, Sudan, Nigeria, Lebanon, Libya, Mozambique, Ghana, Afghanistan, Ethiopia and Cameroon. Read on 20 July 2026. That is an agency’s operational list, not a government one. It is also the most concrete published signal that a route can be formally open and practically slow.

Being refused at the counter is real, and it is fast. A traveller wrote to r/UAE on 7 July 2026 after a status-change run to Muscat and back: “when I reached uae (shj airport) I got my visit visa as rejected done by my agency… im here for so long nearly 5 hours.” He held no black mark and got no reason. Entry remains subject to immigration approval — Emirates states this outright in its own rules.

The airline gets the first veto, and it applies stricter arithmetic than immigration. This is the case where the airline denies boarding to an eligible passenger. The pattern shows clearly in the mirror direction. An Indian passport holder with UAE residency valid to 18 November 2026 asked r/armenia on 21 May 2026 whether five months and twenty days of remaining residency would pass, given Armenia’s six-month rule: “I’m not sure how strict airlines and immigration are with this.” His agency told him to buy an e-visa anyway, purely to survive boarding. Ok-to-board staff work from a checklist and refuse when a field is ambiguous. Immigration can exercise judgement. The desk in front of it cannot.

How long you get, and whether it can be extended

A 30-day stay granted on arrival, on the short list. 90 days in total across 6 months on the long list — not 90 days per entry. Emirates is explicit: the 90-day stamp is multiple entry, valid 6 months from the date of issue, “for a stay of 90 days in total”. Mexican passports get 180 days on the same structure.

That total-versus-per-entry distinction costs people trips. Two 50-day visits inside one six-month window do not fit. Emirates also notes that citizens on the 90-day European list may apply for a pre-arranged visit visa once the 90 days are fully used, which is the intended remedy.

VoA extension pricing is unsettled, and the products do not match. Amer centre amer247 publishes an On Arrival Visa Extension at AED 1,100 including VAT, checked 20 July 2026, and requires a hotel reservation and ticket copy with the application. Emirates prices extension of its pre-arranged tourism visa at USD 230 — AED 845 — and states extensions can be made at the airport office only. The gap is AED 255, and the two figures cover different underlying visas. The reported Philippine 14-day counter visa is extendable once; the 60-day one is not.

We found no ICP or GDRFA service card covering extension of a counter-issued visa on arrival as of 20 July 2026. That absence is worth knowing before an agency quotes you a number for it. VoA vs pre-arranged e-visa: when paying in advance is the safer move

Pre-arranging costs money you may not owe. It buys certainty in four situations, and only four. Your residency has under six months left. Your qualifying third-country visa is close to expiry. You are on a self-transfer or separate-ticket itinerary. Or your nationality sits on an agency’s verify-first list.

The pre-arranged route has its own filters. Emirates' online visa service works only where the whole Dubai itinerary sits on one PNR of Emirates flights. It needs a minimum of four international working days before arrival. It rejects handwritten passports. It requires a confirmed hotel reservation, or a tenancy contract in a parent’s, sibling’s or spouse’s name. Processing runs approximately 3 to 4 working days. Any leg on another carrier disqualifies the application.

One warning that now travels across visa systems. A UAE resident refused a Swedish visa in May 2026 was told the itinerary “looked template like” — “yes I did use chat GPT to format it, not sure it was a crime.” That is a Schengen refusal, not a UAE one, and we have found no UAE case of the same kind. But UAE pre-arranged applications ask for the same artefacts: a hotel reservation, an itinerary, a cover letter. Assessors across several systems have begun treating recognisably machine-generated documents as a credibility signal. Write your own, in your own words, with real bookings behind them.

The cost of guessing is documented. A traveller told r/UAE in January 2026 that she and her husband paid USD 370 through a private agent because they could find no official UAE e-visa portal: “This is really unheard of.” USD 370 is AED 1,359 for two. She was in fact on a passport that needed a pre-arranged visa, so the route was right; the price was the going agency rate rather than the state’s. Check your route before you check a price. The route decides the order of magnitude.
