Umrah Visa from the UAE: Why Most Residents No Longer Buy One, and the Nusuk-First Route

For most UAE residents in 2026, there is no separate “Umrah visa” to buy: the Saudi tourist e-visa now permits performing Umrah, and it cost SAR 300 plus a SAR 39.44 fee, about Dh332, reported by Khaleej Times on 22 August 2025. You apply for it yourself on Nusuk or on the Saudi visa platform. The search results for umrah visa from uae are almost all travel agencies selling a package. The two simple, official routes sit underneath that noise. This page maps who is covered, who still needs the dedicated route, and what changes when Hajj season closes the door for a window. Every figure carries its own date, because this policy moves by season.

Do you even need an Umrah visa? The tourist-visa route, and who it covers

Most UAE residents do not buy an Umrah visa at all. The Saudi tourist e-visa permits Umrah for eligible nationalities and for GCC residents, per fairwayuae on 24 April 2025 and Khaleej Times on 22 August 2025. GCC citizens need no visa. The SERP muddles this. Most pages that rank for umrah visa from uae are agencies whose business is selling you a visa, so they describe a dedicated Umrah visa as the only way in. It is not. Where you sit decides your route.

The load-bearing point for the typical UAE resident: eligibility here is tied to your residency, not only your passport. A UAE residence permit with at least three months left, plus a passport valid six months, opens the e-visa route regardless of many nationalities (Khaleej Times, 22 August 2025). One caveat we cannot resolve for every reader: a small set of nationalities is excluded even on the resident route. Check that your nationality is accepted on visa.mofa.gov.sa before you plan. Nusuk first: the official platform, and how the permit works inside it

Nusuk (nusuk.sa) is Saudi Arabia’s official platform for the Umrah permit and pilgrim services. It launched a dedicated Umrah service for GCC residents that lets you get the visa and book travel yourself in minutes, per Khaleej Times on 22 August 2025. There are two things here, not one: the visa, and the permit.

The visa is what lets you enter Saudi Arabia. For UAE residents that is the tourist e-visa — a one-year, multiple-entry document with a 90-day stay per visit (Khaleej Times, 22 August 2025), applied for on Nusuk or visa.mofa.gov.sa. The Umrah permit is different. It is a free, timed slot you book inside the Nusuk app once you are in the Kingdom, to enter the Grand Mosque and perform Umrah. Nusuk’s published flow lists the permit as free; we cite it as the documented mechanism and did not open the app for this draft.

Timing is where people trip. You enter ihram, the state of ritual consecration, before you cross the Meeqat boundary — that is a devotional step, not a Nusuk booking. The Nusuk permit is the separate, practical slot for your visit to the mosque. In Ramadan a permit is mandatory and slots go fast; off-peak it is still the correct channel. If a term here is new, the glossary defines ihram, Meeqat, mahram and Nusuk plainly. The order that works: secure the visa, travel, then book the permit slot from inside the Kingdom.

Agency Umrah packages from the UAE: when they still make sense

Agencies advertise an “Umrah visa from Dubai” from AED 399 to AED 2,000, captured 20 July 2026 — a five-fold spread on what is sold as the same thing. That range alone tells you the price is the agent’s service fee, not the Kingdom’s visa fee. Two packagers, same SERP, same day: dubaiumrah.com listed AED 399; regaltoursuae.com listed AED 2,000 for GCC residents and non-residents alike. Neither is “the cost of Umrah.”

Set that against the government figure and the mismatch is the point. These are not like-for-like prices.

The two columns are not the same product. The Dh332 is a visa fee. The AED 399 and AED 2,000 bundle handling, and often flights, hotel and transport, into one number labelled “visa.” Compare them only knowing that. So when does an agency still make sense? When your nationality is off the e-visa list and you legally need the dedicated Umrah visa, which is issued through Saudi-approved operators. When you want the hotel, transport and group logistics handled as one booking. Or when a first-time pilgrim simply wants a guided journey. That is a real service with a real fee. It is a service layer on top of the official route, not the only door in. We sell no packages and quote no price of our own.

The rules people ask about: mahram, timing, and the Hajj-season window — dated

Three questions recur, and each has a dated current answer. Women 18 and over may perform Umrah without a mahram. Umrah suspends for a window around Hajj. The permit is a separate timed slot from the visa. Checked 21 July 2026.

On the mahram rule, state the current position, not a remembered one, because this changed. Saudi Arabia’s Ministry of Hajj and Umrah permits women aged 18 and over to perform Umrah and Hajj without a mahram, in the company of trustworthy women or an organised group; the position has held since 2022 and applies under both the Nusuk and tourist e-visa routes. A woman resident in the UAE can apply on the same routes as anyone else. Confirm the live wording on nusuk.sa before you book — this is the kind of rule that gets restated each season.

On timing and the Hajj-season window, the door closes. Umrah does not run year-round without interruption; it is suspended for a window each year so the Kingdom can prepare for Hajj. What changes each season: our revision commitment

Umrah 1447 AH closed to new pilgrims around 19 March 2026, and the 1448 AH season reopened at the end of May 2026, per the Ministry of Hajj and Umrah calendar. As of 21 July 2026, Umrah is open. This page is re-checked each season, because both the calendar and the Nusuk flow move.

The reopening date is the Ministry of Hajj and Umrah’s; the closure and exit dates for 1447 are as reported by travel channels and should be confirmed on nusuk.sa, since airlines enforce boarding cut-offs strictly. Is Umrah closed in 2026?

Not now. Umrah 1447 AH closed around 19 March 2026 for the Hajj window, and the 1448 AH season reopened at the end of May 2026 per the Ministry of Hajj and Umrah calendar. It will close again in spring 2027 before Hajj 1448. Confirm live dates on nusuk.sa. Checked 21 July 2026.
