Azerbaijan Visa for UAE Residents: Passport Route vs the Baku Visa on Arrival, Dated
Two documents decide your Azerbaijan trip, and Google merges them. Your passport sets the ASAN e-visa route — USD 25 all-in, single-entry, 30 days (evisa.gov.az published fee text, checked 21 July 2026). Your UAE residence visa is a separate lever: with more than six months of validity it is reported to add a 30-day visa on arrival in Baku. Neither is the automatic, visa-free entry the reseller pages imply. Below is the route by passport, each row dated, and the one check that decides whether you board in Dubai at all.
Answer first: your passport sets the route, your residence visa changes the odds
Your passport picks the visa; your UAE residence visa may soften it. The ASAN e-visa costs USD 25 all-in and is keyed to your passport (evisa.gov.az, checked 21 July 2026). Separately, a UAE residence visa valid more than six months is reported to unlock a paid 30-day visa on arrival (Wego, updated 29 April 2026). Two levers, not one.

Google’s AI Overview collapses them. For the head query, its summary reads: “UAE residents with a valid residency visa and passport can travel to several destinations visa-free or by obtaining a visa on arrival. Notable spots include Georgia, Azerbaijan, Armenia” (captured July 2026). The “visa-free” half is wrong for expat residents. You either pay USD 25 for the e-visa on your passport, or — if your residence visa qualifies — pay for a visa on arrival.

Two rows are honest gaps, not omissions. A general search summary listed Filipino and Egyptian passports as e-visa eligible; the Wikipedia visa-policy list did not surface them. So check evisa.gov.az/en/countries for your exact passport before you pay anyone. If your passport is not on that list, the route is a sticker visa from the Azerbaijan embassy in Abu Dhabi, not the portal.

The ASAN e-visa, dated: fee, processing, validity, stay
The standard ASAN e-visa is USD 25 all-in and issued within three working days. That is a USD 20 state fee plus a USD 5 service fee (evisa.gov.az published fee text and Wikipedia, checked 21 July 2026). It is single-entry, valid 30 days, and you must enter within 90 days of issuance. The urgent service is decided in about three hours and costs USD 60.

One number is contested, and the contradiction is the useful part. The ASAN portal’s own published text quotes the standard state fee as USD 20. Wikipedia and Wego quote USD 25 for the same service. They are not fighting — USD 20 is the state fee, and the portal adds a USD 5 service fee to reach USD 25. Read a quote for “the government fee” and confirm which of the two it names before you compare it to anything.
That distinction is the whole official-versus-agent fork. evisa.gov.az is the government ASAN Visa portal. The agency and VFS-branded pages ranking beside it — raynatours, atlys, musafir, lezrove, visadone, azerbaijan.vfsevisa.com — resell the identical e-visa with a markup. The overpayment pattern is well documented next door: one UAE resident paid USD 370 to a private site for a visit visa because “UAE doesn’t have an official platform” (r/UAE, 11 January 2026). Azerbaijan does have one. Apply there, print the approved PDF, and carry a passport valid well beyond your return date.
GCC nationals vs GCC residents — the on-arrival line that trips people
The word “resident” hides two different people, and the airline desk knows the difference. A GCC national — a UAE, Qatar, Saudi, Omani, Bahraini or Kuwaiti citizen — enters visa-free or on a citizen’s window. A GCC resident is an expat whose passport is Indian, Pakistani or otherwise, holding a residence visa. Here is what the documented policy says for the resident, printed with both sources. Wikipedia’s visa policy of Azerbaijan states a holder of a UAE residence visa may obtain a 30-day tourist visa on arrival. Wego (updated 29 April 2026) prices it at USD 30 and adds the catch: the residence visa must have more than six months of validity left, or you must apply for the ASAN e-visa online before flying. A GCC permanent-residence-card holder is reported to qualify for the same 30-day visa on arrival.
We could not confirm any of that on the government portal. evisa.gov.az returned HTTP 403 to our fetch on 21 July 2026, and the mission pages returned a certificate error. So treat the residence visa on arrival as reported, not verified, and note the six-month trap is real elsewhere: a UAE resident with an Indian passport and five months' residency left was told by a travel agent she was “eligible for visa-free entry / easy travel as a UAE resident,” then told to file an e-visa anyway (r/armenia, 21 May 2026). Armenia’s rule is the same six-month validity threshold. Assume Azerbaijan’s arrivals desk is at least as strict.
Boarding in Dubai: what the airline checks before the border does
The airline gate agent at DXB or AUH decides your trip before Azerbaijan’s border does. Carriers are fined for boarding a passenger who is refused entry, so they board on documents they can see — an approved e-visa PDF, a passport nationality on the visa-free list, a residence visa whose validity they can read. A visa on arrival you are “probably eligible” for is not something the check-in system reliably approves.
So the ASAN e-visa is not only the passport route; it is the boarding-proof route. It costs USD 25, resolves in three working days, and removes the judgement call at the gate. If your residence visa clears six months and you would rather pay USD 30 on arrival, confirm in writing that your airline boards residence-visa-on-arrival passengers to Baku before you rely on it. When both routes cost about the same and one guarantees boarding, the choice makes itself.

The ASAN e-visa is single-entry and allows a stay of up to 30 days, on a visa valid 30 days; you must enter within 90 days of issuance (evisa.gov.az and Wego, checked 21 July 2026). It is not a multiple-entry permit — one entry, one stay.
